Our client, a leading industrial group specializing in asphalt, bitumen, and infrastructure-related businesses, is seeking an experienced Group Purchasing Manager to establish and lead a centralized procurement function across multiple business entities.
This position will play a strategic role in designing procurement governance, optimizing sourcing strategies, strengthening supplier partnerships, and driving cost efficiency across nationwide operations. The successful candidate will possess strong commercial acumen, extensive supplier networks, and proven experience in building procurement systems from the ground up.
Key Responsibilities
Procurement Strategy & Sourcing
- Develop and implement group-wide procurement strategies aligned with business objectives.
- Establish a centralized purchasing function to optimize procurement efficiency across all business units.
- Consolidate purchasing volumes to maximize negotiation leverage and cost savings.
- Collaborate with internal stakeholders to develop annual procurement plans and sourcing strategies.
- Identify procurement improvement initiatives and continuously enhance purchasing performance.
Supplier & Vendor Management
- Build, manage, and expand a strong nationwide supplier network.
- Source, evaluate, qualify, and onboard strategic suppliers based on quality, pricing, reliability, and service standards.
- Lead commercial negotiations covering pricing, payment terms, contracts, warranties, and service agreements.
- Develop long-term strategic partnerships with key suppliers to ensure supply continuity and competitive advantage.
- Conduct regular supplier performance evaluations and implement vendor improvement programs.
Procurement Governance & Compliance
- Design and implement procurement policies, standard operating procedures (SOPs), and approval workflows.
- Strengthen procurement governance, internal controls, and purchasing compliance.
- Ensure procurement activities comply with company policies, ethical standards, and regulatory requirements.
- Mitigate procurement risks, including unauthorized purchasing and procurement fraud.
Category Management
Manage strategic sourcing and procurement activities across various categories, including:
- Plant and terminal equipment
- Mechanical and electrical spare parts
- Industrial chemicals
- Fuel and lubricants
- Construction materials
- Office and operational supplies
- Transportation and logistics services
- Capital expenditure (CAPEX) projects
Cost Optimization
- Conduct market intelligence, supplier benchmarking, and pricing analysis.
- Develop strategic sourcing initiatives and framework agreements.
- Standardize commonly purchased materials to improve purchasing efficiency.
- Drive measurable annual cost savings through effective sourcing and negotiation strategies.
- Monitor procurement KPIs and continuously improve procurement performance.
Leadership & Team Development
- Initially serve as an individual contributor while establishing procurement systems and best practices.
- Build the procurement organization by recruiting, mentoring, and developing future procurement team members.
- Foster a culture of collaboration, accountability, and continuous improvement within the procurement function.
