Our client, a leading industrial group specializing in asphalt, bitumen, and infrastructure-related businesses, is seeking an accomplished Vice President of Operations to lead and oversee its nationwide Operations & Engineering functions.
The role will be responsible for driving operational strategy, multi-site performance, asset reliability, engineering, production, CAPEX projects, supply continuity, marine and terminal operations, and HSE across the organization.
Key Responsibilities
1. Operations Strategy & Multi-Site Leadership
- Establish the company’s operational strategy and operational roadmap in alignment with business targets and the company’s strategic direction.
- Lead and control the operational performance of all plants, terminals, warehouses, jetties, and supporting facilities across all locations.
- Establish operational priorities, performance standards, resource allocation, and improvement agendas based on business needs.
- Ensure optimization of production capacity, asset utilization, productivity, cost efficiency, and operational readiness.
- Develop monitoring and performance review systems to ensure consistent achievement of Operations KPIs.
2. Asset Reliability, Integrity & Maintenance
- Establish asset reliability and asset integrity strategies for all critical plants, machinery, piping, storage, jetties, utilities, and operational infrastructure.
- Ensure preventive, predictive, and corrective maintenance is carried out based on asset criticality and operational risk.
- Direct replacement, refurbishment, modification, and upgrading programs for critical equipment to maintain business continuity.
- Ensure asset availability and reliability support production targets and the company’s service levels.
- Develop asset lifecycle management strategies to extend the economic life of assets and improve return on assets.
3. Engineering, CAPEX & Strategic Project Management
- Lead the CAPEX portfolio and strategic operational projects, from feasibility, engineering design, RAB/BoQ, budgeting, procurement, construction, commissioning, through to handover.
- Direct the development of new facilities, capacity expansion, facility relocation, plant modification, warehouse development, and infrastructure improvement.
- Ensure each project has a clear business case, scope, budget, timeline, risk assessment, and success criteria.
- Control project execution to ensure achievement of scope, cost, quality, safety, and schedule.
- Evaluate investment priorities based on operational risk, capacity requirements, cost-benefit considerations, and strategic business impact.
- Ensure facility and equipment readiness prior to entering the commissioning and commercial operation stages.
4. Production, Process Improvement & Product Development
- Direct improvements in production process capabilities and plant readiness to support product development and market requirements.
- Lead cross-functional coordination in the development and industrialization of new products.
- Ensure formulation, trial, commissioning, scale-up, and production readiness processes are carried out in a structured manner.
- Direct the development of processes, equipment, and QC capabilities to ensure consistent product quality.
- Drive continuous improvement to enhance productivity, yield, efficiency, quality, and cost competitiveness.
5. Supply Reliability & Operational Continuity
- Ensure the availability and reliability of raw materials and critical materials to maintain production continuity.
- Establish mitigation strategies for operational disruptions, equipment failures, supply interruptions, and facility constraints.
- Integrate production planning, material availability, storage capacity, marine logistics, and distribution readiness.
- Develop contingency and business continuity strategies for critical operational activities.
6. Marine, Jetty & Logistics Operations
- Lead the management strategy for jetty facilities, marine unloading/loading, manifolds, piping, flexible hoses, and transfer systems.
- Ensure marine operation infrastructure meets reliability, safety, capacity, and regulatory compliance requirements.
- Direct strategic coordination with Pertamina, vessel/shipping partners, customers, contractors, and other relevant stakeholders.
- Ensure the readiness of fleets and supporting distribution equipment, including truck equipment, pump systems, filling systems, and loading/unloading facilities.
7. Operational Risk, HSE & Compliance
- Ensure all operational and engineering activities comply with HSE/K3LL standards and regulatory requirements.
- Make operational risk management an integral part of decision-making related to investment, maintenance, modification, and project execution.
- Ensure every major modification and project undergoes risk assessment, engineering review, and appropriate approval processes.
- Lead corrective and preventive actions for operational incidents and ensure lessons learned are implemented systematically.
8. Financial & Cost Management
- Be responsible for the effective utilization of OPEX and CAPEX within the Operations & Engineering function.
- Ensure every investment has proper business justification and delivers optimal value to the company.
- Control operational costs through improvements in productivity, asset utilization, energy efficiency, maintenance effectiveness, and process improvement.
- Conduct periodic evaluations of project costs, budget utilization, and the financial impact of operational initiatives.
9. People, Organization & Operational Capability
- Lead and develop the Operations & Engineering organization to build sustainable technical capabilities and leadership pipelines.
- Establish organizational structures, role clarity, competency requirements, and performance standards for the functions under the role’s responsibility.
- Build a culture of ownership, accountability, safety, continuous improvement, and operational excellence.
- Develop succession plans for critical positions within Operations and Engineering.
10. Executive Reporting & Stakeholder Management
- Provide strategic recommendations to the CEO/BOD regarding operational performance, investment, capacity expansion, asset risk, project priorities, and business continuity.
- Present executive-level analysis of operational performance, major risks, project progress, and improvement opportunities.
- Build strategic relationships with customers, suppliers, contractors, Pertamina, shipping partners, regulators, and other external stakeholders.
- Ensure operational and engineering decisions are aligned with the company’s strategy, financial objectives, and long-term growth.
